Aries Midheaven, ruler Mars is in the sign of Leo in the 1st house of the people. People expect decisive leadership. Harper is represented by Mars, which is in mutual reception and trine the Sun, giving Harper a stamp of approval and allows him some latitude when he gets into trouble. Venus sits in the 10th house of the government, rules the 4th of natural resources and 11th of legislation. The opposition parties have few choices, but to bow to the party in power.

The Moon in Taurus of common sense is square Neptune in the 8th house of taxation, sits in the 11th house. Unpopular tax legislation is passed in spite of  the rhetoric of the members of Parliament.

Saturn, exalted in the sign of Libra opposes the Ingress Sun in Aries. Harper tries a new format in communicating with the people, but, it falls short of its intended target.
